한국과 미국의 초등교육교사 양성 교육과정 비교분석을 통한 통합교육 역량 제고를 위한 교육과정 개선 방안

본 연구는 한국과 미국의 초등교사양성 교육과정을 비교·분석하여 통합교육을 위한 교사 교육과정 개선 방향을 논의하는 것을 목적으로 한다. 이를 위해 한국 10개 교육대학과 미국 10개 대학, 총 20개 대학을 선정하였다. 연구결과, 첫째, 한국과 미국의 초등교사양성은 모두 일반 4년제 대학을 중심으로 이루어지고 있었으나 필수교과목, 학점, 교사자격시험 등에 대한 관리가 상이하였으며, 한국과 비교해서 미국은 대학별로 교육과정 편제에 큰 차이가 있었다. 둘째, 미국 대학에서는 한국 대학보다 평균 4.7학점 더 많은 특수교육 관련 교과목을 필수로 편제하고 있었으며, 전체 대비 특수교육 교과 비중은 16%로 한국 2%보다 현저히 높았다. 또한, 미국의 절반가량의 주에서는 일반교사의 자격 요건으로 특수교육대상자를 포함한 실습 이수를 명시하였으나 한국은 관련 기준이 없었다. 이를 바탕으로 통합교육을 위한 초등교사 교육과정 개선을 위한 실제 기반 특수교육 교과목의 추가적 편성(구체적인 과목과 연계한 특수교육 방법, 다양한 학습자를 포함하는 교수법, 특수교사와의 협력이나 개별화 교육계획 수립) 및 실습 대상자 기준의 확대, 교사 교육과정 검토 및 심의기구 설치 등을 제안 및 논의하였다.
Abstract
The purpose of the current study is to compare elementary teacher preparation programs in both South Korea and the U.S. and provide implications for future curriculum in South Korea. The total of 20 universities, 10 universities in South Korea and 10 universities in the U.S. were included. The results showed that (a) both countries provided teacher preparation programs mostly in 4-year universities, but the curriculum between the universities in the U.S. and South Korea were significantly different; (b) the universities in the U.S. required average 4.7 more credits in special education (16% of the total) in compared to South Korea (2% of the total). Additionally, almost half of the states in the U.S. required general education teacher to complete practicums with students with disabilities, while there was no such standards in South Korea. Given the results, providing additional courses in special education (e.g., practice-based courses such as methodology, instructional practice, and collaboration), improving standards for practicums to include students with disabilities, and setting a board for reviewing teacher preparation programs were discussed.
