보호소년 위탁 아동복지시설 활성화를 위한 지역연계 통합서비스 제공방안

Abstract

This study was initiated mainly to focus on disposal No.6, contracting-out disposal, which is one of protection disposals. It is because the disposal is the only protection disposal that community protection can be realized from a paradigm change for juvenile jurisdiction and because it is possible for the uppermost facility protection to offer services by linking with insufficient resources in entrusted facilities. This study interviewed persons concerned on the facilities, visiting 8 disposal No.6 entrustment facilities of 21 to grasp the traits of linking local community of contracting-out facilities, and analyzed how the traits of contracting-out facilities and linking with local community appear. As a result of research, it was proved that contracting-out facilities laid on emphasis on securing resources by linking with local community, and they were affirmative. But correctional administration and linking with the contracting-out facilities with citizens were limited to educational programs in part and linkage with related organization system was formal, and it was not helpful. In addition, it was found that the degree of concernments of local community inhabitants and local government was varied according to accessibility to local community. As a way to improve it, some ways to offer integration services linked with regions were suggested. First, this study presented the ways to use public resources affirmatively. Second, it suggested another way to find and use private volunteer. Lastly, it presented some improvement ways on information exchange, expert exchange, export training, case study, retraining for employees, focusing on network. Also, it suggested some countermeasures to link with active assistances by changing recognition of local community inhabitants and local government.
