교정복지적 관점에 기반한 소년원 퇴원생의 자립지원을 위한 방안 연구

본 연구는 범죄를 저지른 청소년 중 소년보호처분에 따라 소년원에 입소하였다가일정 기간 이후 퇴소한 ‘소년원 퇴원생’에게 관심을 가졌다. 이들이 퇴소한 후 다시범죄를 저지르지 않고 안정적으로 지역사회에 정착하고 자립할 수 있도록 소년원 안팎에서 각종 노력을 실시하고 있지만, 소년원 퇴원생의 약 20%가 재범을 통해 다시금소년원에 들어오는 상황에 놓여있다. 그러므로 소년원 퇴원생이 지역사회에 정착하고자립하는 방안에 대해 교정복지적인 관점에서 관심을 가지고 개입을 시도할 필요가있다. 이를 위해 본 연구는 소년 범죄와 소년원에 관한 현황과 함께 현재 실시되고 있는자립지원 프로그램에 대해 소개하였다. 또한 자립지원을 위한 교정복지적 개입 방안을 제시하였고 그 내용은 다음과 같다. 첫째, 소년원 퇴원생을 위한 자립생활관의 분위기를 퇴원생 친화적으로 개선하고 해당 기관 직원들의 전문성 개발이 필요하다. 둘째, 소년원 퇴원생을 위한 기숙형 훈련학교의 교육과정을 다양화하고 맞춤형 교육과정이 개설되어야 한다. 셋째로 다양한 기관들의 다각적 연계를 통해 지역사회 네트워크 활용이 요구된다. 넷째, 민간 자원봉사자를 활용하여 소년원 퇴원생에게 사회적 지지체계 마련이 필요하다. 마지막으로 소년원 퇴원생을 위한 법적 제도가 구체화되어야 한다.
Abstract
This study focuses on adolescents who have committed crimes and subsequently entered a juvenile correctional facility under juvenile protective dispositions, only to be discharged after a certain period, referred to as ‘juvenile correctional facility discharged individuals.’ Despite efforts within and around these facilities to help them reintegrate into the community stably and independently, approximately 20% of these discharged individuals find themselves back in the juvenile correctional system due to reoffending. Therefore, there is a need for correctional welfare intervention from a corrective perspective to address ways in which these individuals can settle in and become self-reliant in the community. To address this issue, this study provides an overview of the current status of juvenile crime and juvenile correctional facilities, along with an introduction to existing programs that support independent living. Additionally, it proposes correctional welfare intervention strategies for independent living support, including the following points: Firstly, improving the atmosphere of independent living facilities for juvenile correctional facility discharged individuals in a more user-friendly manner, and the need for professional development among the staff of these institutions. Secondly, Diversifying the educational curriculum of residential training schools for juvenile correctional facility discharged individuals and establishing tailored educational programs. Thirdly, Emphasizing the utilization of community networks through diverse collaborations with various institutions. Fourthly, Establishing a social support system for juvenile correctional facility discharged individuals through the utilization of private volunteers. Finally, The need for the concretization of legal frameworks specifically tailored for juvenile correctional facility discharged individuals.
