Abstract

This study aimed to comprehensively examine the current support practices for students with borderline intellectual functioning by comparing the experiences of professionals in education, counseling, and welfare, and to explore integrated support strategies. Fifteen experts working in various regions of South Korea were purposively selected and participated in semi-structured, in-depth online interviews. The interviews, totaling 16 hours, were analyzed using the constant comparative method. The analysis yielded four main categories and twelve subcategories that encapsulate the professionals’ perceptions and experiences. First, social awareness of borderline intellectual functioning was found to be low, with inconsistent terminology contributing to delayed early intervention and appropriate support. Second, students with borderline intellectual functioning face multidimensional developmental challenges, including difficulties in communication and social skills, limited daily living adaptability, restricted learning and cognitive functioning, and emotional vulnerabilities with comorbid conditions. Third, current support practices included individualized academic interventions, community awareness campaigns, and professional training efforts. Fourth, the experts emphasized the urgent need for integrated support, expanded family and professional resources, and the establishment of a public-centered integrated support system. This study provides meaningful insights by presenting a comprehensive perspective on the practical experiences and needs within each professional domain, offering practical implications for developing policy and educational frameworks to better support students with borderline intellectual functioning.
