Abstract
Recently, alongside the decline in the school-age population, there has been an increase in students from multicultural backgrounds, students struggling with basic academic skills, and those facing emotional difficulties. This demographic shift has heightened the need for individualized student support. In response, the Ministry of Education introduced the Student-Centered Integrated Support Policy, aiming to establish collaborative systems among various agencies, with local offices of education serving as the central coordinating bodies. However, while existing studies have emphasized the necessity of inter-agency collaboration, there has been a lack of in-depth research on the actual implementation and management processes. This study seeks to examine the collaborative processes and operational methods employed by leading local offices of education in implementing student-centered integrated support, and to propose strategies for more effective management. Using a Participatory Action Research (PAR) approach, the researchers and participants jointly analyzed the collaborative experiences within the H Office of Education. The findings indicate that building interdepartmental trust and establishing a foundation for cooperation were critical components in operating effective collaborative teams. The introduction of regular meetings and task force (TF) teams contributed to the gradual activation and stabilization of the collaborative framework. Through the operation of these teams, positive changes were observed, including clearer role delineation, expedited decision-making, and enhanced awareness of collaboration among stakeholders. However, for such collaborative efforts to be sustainable, formal recognition of collaborative work and administrative support are essential. Additionally, there is a need for the development of guidelines to bridge differences in institutional perspectives and for strategies to motivate and engage participants in the collaborative process. This study is significant in that it offers a systematic analysis of the collaborative structure within local education offices and proposes concrete measures for operational improvement. Future research should focus on identifying the characteristics of different collaboration models and on refining the collaboration framework between local education offices and schools.
