한·중 안보협력의 필요성:북핵문제해결에 나타난 중국외교정책의 분석을 중심으로

현재 동북아시아지역은 지역 안보에 가장 큰 영향력을 행사하고 있는 미, 일, 중, 러 4국간 관계가 경제분야에서의 협력활성화에도 불구하고 안보환경이 유동적이고 불확실한 상태로 남아 있다. 특히 중국의 경제 규모가 성장하고 일본이 군사력을 증강하려는 노력을 본격화함에 따라 일본과 중국이 서로에 대해 지역패권 추구 의도가 있는 것으로 비난하는 등 양국간 불신이 심화되고 있으며 향후 동북아시아지역 안보의 핵심적 열쇠를 쥐고 있는 미국과 중국이 최근 들어 잦은 마찰을 빚는 것도 이 지역의 안보환경을 불안하게 하는 요인으로 지적할 수 있다. 중국과 한국의 안보협력이 필요한 이유도 바로 이러한 역내 상황의 불안정성에 기인하고 있다. 즉 북한의 핵과 미사일개발로 야기된 한반도긴장이 동북아의 정치적 안정성을 위협하고 있으며, 이러한 위협을 감소하여 정치적 안정을 유지하는 것이 양 국가의 발전에 절대적으로 필요하다는 인식이 안보협력의 필요성을 높여주고 있다. 현재 한국과 중국은 과거 적대적 관계의 경험과 북한이라는 구조적 변수 때문에 제도적인 면에서의 정치군사적 안보협력이 가시화되기에는 어려움이 있지만, 포괄적 안보협력은 여러 측면에서 시도되고 있다. 하지만 이러한 협력은 경제관계에 국한되어 나타나고 있으며, 보다 발전된 관계를 유지하기 위해 필요한 안보분야에서의 협력은 아직 미미한 상황이다. 하지만 외교안보분야의 한중간 공조와 협력체제가 구축되지 않고서는 다양한 이해관계가 상충해 있는 동북아시아에서의 정치적 안정성을 확보하기란 요원한 일이다. 특히 북한의 적극적인 참여가 없는 평화체제구축은 상정하기가 어렵기 때문에 북한에 영향력을 발휘할 수 있는 중국과의 안보협력은 비단 정치군사적인 면에 국한되는 것이 아니라 전반적인 면에서 이루어져야 하며 한중안보협력의 제도화는 그러한 협력의 출발점이 되는 것이다.
Abstract
The explosive growth of mutual trade and investment over the past decade has raised China's importance for Korea in several areas. However, Korea has no clear guidelines, doctrines, or policy statements directing the development of Korea-China diplomatic and security relations. There are various reasons on the Korea's absence of concrete policy goals, the relationship between China and North Korea is the most obstacle thing to the development Korea and China relationship. China's support for North Korea ensures a friendly nation on its northeastern border, as well as providing a buffer zone between China and Korea. In this respect, China stands on the side of North Korea, even though North Korea's nuclear proliferation has been escalated a security instability on East Asia. This paper scrutinizes the possibility and methods on the cooperation between Korea and China, especially dealing with China's foreign policies on the North Korea's nuclear proliferation. It views the security cooperation between two countries could maximize their national interests as well as provide a security stability in East Asia. However, in order to achieve this goal, this article suggests that there are to be needed preconditions such as new conceptions on security issues related to each country, economic and educational assistance to North Korea, and a strong ties on diplomatic and security areas between Korea and China, etc.
