본 연구는 경기변동 국면에서 나타나는 한국 소득분배구조의 특징들을 원천별 기여도 분해 및 구성집단별 기여도 분해 등의 방법으로 체계적으로 분석, 정리한다. 주요 분석 결과를 요약하면, 소득분배는 경기확장기에 개선되고 경기침체기에 악화되며 저소득분위의 소득비중은 경기순행적이고 고소득분위의 소득비중은 경기역행적이다. 경기확장기에 고학력집단내의 불평등도가 개선되어 소득분배의 개선에 기여하는 것으로 나타났으며, 연령대별로는 20대와 30대 가구주들에서 소득불평등 개선이 활발히 일어나는 것으로 보인다. 근로소득과 사업소득은 모두 경기순행적이지만 사업소득에 비해 근로소득이 경기확장 국면에서 소득불평등 개선에 기여도가 큰 것으로 나타났으며, 저소득층에서는 근로소득이, 고소득층에서는 사업소득이 경기변동 국면에서 상대적으로 중요한 역할을 하는 것으로 보인다. 경기확장기의 소득분배 개선은 근로자 가구를 중심으로 진행되며, 근로자 가구 비중은 저소득분위에서 경기순행적, 고소득분위에서는 경기역행적으로 나타났으며 자영업자 가구 비중은 반대로 나타났다.
Abstract
This study examines the characteristics of income distribution over the business cycle in Korea by decomposing contributions to the Gini index by various groups. The main results are summarized as follows. Income distribution improves during expansions but worsens during recessions and the income share of the low-income quintile is procyclical and that of the high-income quintile is countercyclical. The contribution of college graduate to the Gini index is contercyclical while that of primary school graduates procyclical. Although both earned income and business income are procyclical, the earned income plays a relatively important role in the low-income earners while the business income plays a relatively important role in the high-income earners. The population share of workers’ households is procyclical in the low-income quintiles but countercyclical in the high-income quintiles.
