본고는 통계청의 가구소비실태조사 원자료를 이용하여 1990년대 후반기 우리나라의 소득분배 수준과 변화추이를 OECD 국가와 비교 고찰하고, 소득불평등도의 변화요인을 분해하여 분석한 것이다. 우리나라는 1990년대 후반기동안 소득분배의 불평등도가 크게 악화되어 OECD국가 중에서도 소득불평등이 높은 국가군에 속하는 것으로 나타났다. 소득불평등도가 크게 악화된 요인은 첫째, 소득불평등도를 소득원천별로 분해한 결과, 근로소득의 불평등 확대 때문이 아니라 주로 사업ㆍ재산소득분배의 불평등이 확대된 때문이고, 둘째, 가구유형별로 분해한 결과, 집단구조의 변화, 즉 근로자가구의 무직자가구로의 전락이나, 1인 취업가구가 비취업가구로 전락된 때문인 것으로 나타났다. 소득분배의 불평등을 개선하기 위해서는 첫째, 일자리 창출에 의한 가구주의 고용증대 및 실업구제가 중요하고, 둘째, 근로소득의 분배 개선보다는 사업 및 재산소득의 분배 개선을 위한 정책이 필요함을 시사해 준다.
Abstract
This paper examines the trends and driving factors of changes in income inequality in the second half of the 1990s. Income inequality for households with a working-age head has been decomposed to assess the contribution of different income sources on overall inequality, and the impact of changes in the structure of the population, i.e. employment concentration. The main findings are the following. First, inequality in the distribution of household disposable income increased greater than OECD average over that period. Second, the dispersion of capital and self-employment income is more unequally distributed than labour earnings, thus has been identified as a greater contributor to the increase in household income inequality over time. Third, the structural effect by changing shares among the three employment categories made a significant contribution to the increase in inequality over time.
