노동소득분배율의 경기변동성과 거시경제 안정화

본 연구는 한국의 노동소득분배율과 그 구성요소인 고용과 임금의 경기변동성을 분석하였다. 국민계정 자료를 이용한 분석에서 제조업 노동소득분배율은 경기순행적인 것으로, 서비스업 노동소득분배율은 경기역행적인 것으로나타났다. 종업원 10인 이상 기업 조사자료를 이용한 패널고정효과모형 분석에서 제조업 노동소득분배율의 경기순행성은 고용의 경기순행성이 주로 작용하였기 때문인 것으로 분석되었다. 서비스업의 경우 패널고정효과모형 분석에서는 노동소득분배율의 경기역행성에 대한 근거는 찾을 수 없었으나, 커널밀도추정에서는 종업원 10인 이상의 서비스업 기업들이 호황기에는 고용증가로, 불황기에는 임금하락으로 대응하는 경기순행적 행태를 보이고 있음을 발견하였다. 따라서 거시경제 안정화를 위한 불황기 노동시장 정책은 제조업의경우 고용정책에, 서비스업의 경우 임금정책에 우선순위를 둘 수 있다.
Abstract
This study explores the cyclicality of the labor income share in Korea. We also examine the cyclical nature of its two components: employment and real wages. Using national accounts data, we found that the labor income share of the manufacturing sector moves pro-cyclically, while that of the service sector moves counter-cyclically. A panel fixed-effect analysis, using industry-level survey data for firms with more than 10 employees, shows that pro-cyclicality of the labor income share in the manufacturing sector can be mainly ascribed to pro-cyclical employment movements as part of the business cycle. Although conclusive evidence of counter-cyclicality of the labor income share in the service sector cannot be found from a panel fixed-effect analysis, the results of a Kernel density estimation suggest that firms with more than 10 employees behave pro-cyclically, expanding employment during expansion and reducing real wages during depression. These results suggest that, during an economic crisis, the priority of the labor market policy for the manufacturing sector be placed on employment; for the service sector, on wages.
