Abstract

This article aims to analyze the process of policy making through a case study in the reform era China. First, it will look at three kinds of China's policy-making modes during the reform era. These include bureaucratic mode, campaign-style mode, and experimental mode. Next, using the healthcare reform that took place over four years from 2006 to 2009 as a case, it will analyze in detail how bureaucratic mode works in normal period. In the conclusion, this will be synthesized and evaluated. Through this, we will be able to understand how major policies are decided and implemented in normal period in China.
