Abstract

This paper critically reviews what and how academia has studied China's policy process during the reform period (1978-present). The analysis is focusing on fragmented authoritarianism and its revisions written in English. First, this article examines what the main content of fragmented authoritarianism is and what its limitations are. Next, we analyze the integrated authoritarian model and the pluralistic model of policy process that emerged while criticizing this. Third, it investigates campaign-style and experimental policy modes. In the conclusion, this is synthesized and research issues are presented.
