우리나라 교과서 관련 정책에 대한 비판적 고찰

교과서는 학교교육의 기능과 교육내용의 변화에 따라 변해야 하며, 또한 변해 왔고, 앞으로도 시대에 따라 변화하고 또 발전해야 할 것이다. 우리나라의 교과서 관련 정책은 교육과정 개정과 더불어 변화하면서 현재는 국정제, 검정제, 인정제가 실시되고 있다. 그러나 학교교육에 있어 막강한 영향력을 발휘하던 교과서는 이제 21세기 지식기반사회에서는 현재와 같은 지위를 유지하기가 어렵게 되었다. 학교에서 가르치는 교육내용을 시대가 변화하는 상황에 따라 수시․보완할 수 있도록 새로운 체제를 갖추어야 할 필요성을 느끼게 되었다. 따라서 교육과정에 따라 표준지식을 위주로 가르치는 요약식 교과서 제도에 변화를 주어야 한다. 교사가 국가에서 정한 교육내용을 제한적으로 가르치는 방식의 한계는 급변하는 사회와 정보의 팽창으로 그 이유는 더욱 분명해 지고 있다. 이제 온라인(on-line)을 통한 새로운 교과서 제도의 개선 방향을 추구해야 할 필요가 있다. 지식기반사회에서는 자신의 지식을 사회로 환원하며, 서로가 공유하고, 그것을 바탕으로 정보를 교환하며, 공동의 지식을 자신의 것으로 전유하는 순환의 축을 이룰 수 있는 구조적 변화를 필요로 한다. 이러한 체계를 통해서 사회전체가 지식사회로 전환할 수 있는 지식의 생산-저장-정보공유-활용의 순환 관계를 교과서 제도에도 필요하며, 온라인 학습 정보인프라를 구축하여야 한다.
Abstract
Textbooks should go with the flow; they had been changed according to the times and will be changed and developed. The policy of textbook in Korea has been changed with curriculum revision and Government-Issued Textbook System, Textbook Aut -horization System and Textbook Adoption System are carried out at present. However, in Knowledge-based Society of the 21st century, it became hard to keep the influencing power of textbooks which have had the greatest power on schooling until now. It is time to prepare a new system in order to make up for the curriculum with the times at any time; therefore, we should give a change to the current standardized textbook system that is set in standard knowledge. Limitation of the method which teachers teach the government-arranged education contents restrictively is obvious. Now, it is necessary to search improvement of a new textbook system via on-line media. Knowledge-based Society needs structural change restoring one's knowledge to society, sharing knowledge each other, exchanging their information, and having public information to themselves. Through this system, we should edit textbooks by introducing information circulation-producing, storing, sharing and utilizing-which can turn whole society into Knowledge-based Society. Also, .we should set upon-line learning information infrastructure.
