이 논문은 최근 우리 사회에서 많은 사람들의 관심을 끌고 있는 교과서 자유발행제의 의미를 명료화하는 데에 목적이 있다. 교과서 자유발행제의 도입에 대한 ‘지지’와 ‘반대’가 지난 20년 동안 지속되어 왔지만, 자유발행제가 구체적으로 무엇을 의미하는지에 대한 논의나 연구는 거의 없었다. 자유발행제의 의미를 명료화하기 위하여 첫째, 해방이후 우리나라 교과서 제도의 변천과정과 자유발행제 논의의 등장과 흐름을 분석하였으며, 둘째, 자유발행제의 의미를 ‘약한’ 의미의 자유발행제, ‘보통’ 의미의 자유발행제, ‘강한’ 의미의 자유발행제 세 가지로 구분하여 살펴보았다. 셋째, 우리나라 교육현실에 적합한 자유발행제가 어떤 유형인가를 탐색하였다. 연구자는 국가 교육과정이 존재하는 우리나라에서는 이른바 주요 교과에는 ‘약한’ 의미의 자유발행제를, 비주요 교과에는 ‘보통’ 의미의 자유발행제를 도입하는 것이 적절하다고 제안하였다.
Abstract
Recently, free publishing system of school textbook is drawing attention from many people in Korea. Even though the word of free publishing system of school textbook has been used since the midｰ1980s in Korea, the meaning of free publishing system is not clear yet because no serious attempt has been made to clarify the meaning. Without a clear definition or agreement of free publishing system, educators have long talked about the free publishing system of school textbook with different meanings, thereby producing unnecessary conflicts and disagreements. In this paper, researchers did three different jobs. First, researchers examined the history of publishing system of school textbook and followed the flow of the arguments of both proponents and opponents of free publishing system of school textbook in Korea. Second, researchers classified into three different meanings of free publishing system of school textbook：weak meaning, median meaning and strong meaning of free publishing system. Third, researchers explored the most relevant meanings of free publishing system into current educational situations in Korea. Researchers suggested that the weak meaning of free publishing system be introduced into the such subjects as Korean, Math, and English, and that the median meaning of free publishing system be into such subjects as Fire Arts, Music, and Technology & Home Economics.
