Abstract
This study aimed to examine the perceptions of play, play rights, and play environments among children, adolescents, and parents in a local community, and to explore support measures for establishing a play-friendly environment that guarantees children's play rights. To achieve this, Focus Group Interviews (FGIs) were conducted with key stakeholders in the realization of play rights, including five elementary school students, six middle and high school students, and five parents in City S. The collected interview data were transcribed and analyzed using the constant comparative method. The findings of the study revealed participants’ perceptions of the meaning of play and play rights, as well as the positive and negative functions of play. Positive aspects included the promotion of social skills, a sense of happiness, physical health, and stress relief, while negative aspects involved hindrances to academic performance and difficulties in peer relationships. Participants identified busy daily schedules and academic pressures as primary obstacles to realizing play rights. Regarding local play environments, issues such as insufficient age-appropriate play spaces, a lack of community play facilities, limited accessibility, and regional disparities were highlighted. Based on these findings, the study proposed practical strategies for creating a play-friendly environment within the community. Finally, implications were discussed, including the need for educational initiatives to enhance awareness of the concepts of play and play rights, improvement of local play conditions based on community needs, and the importance of prioritizing the best interests of children in the process of ensuring play rights.
