지금까지 70년 동안 북한 앞에는 봉쇄에 무릎을 꿇을 것이냐 아니면 이를 돌파할 것이냐의 선택지만 주어졌다고 해도 과언이 아니다. 이렇듯 봉쇄는 북한 체제 생존에 있어 매우 중차대한 문제이며 발전을 위한 선결과제이다. 동시에 한반 도의 주인인 우리에게도 해결해야 할 과제이다. 봉쇄의 본질과 성격, 목표와 목적 그리고 앞으로의 방향에 대한 능동적 고민이 필요하다. 본 연구는 미국의 냉전기 봉쇄전략(Strategies of Containment)의 봉쇄와 탈냉전 이후 북한에 가해진 봉쇄(Blockade)양상의 비교를 통해 이 문제를 접근해 보고자 한다. 냉전기 미국의 봉쇄는 팽창하는 소련의 영향력을 세력균형의 중심축인 유럽·일본에 대한 경제적·군사적 지원을 통해 복원하여 차단하는 것을 목표로 하였다. 반면 탈냉전기 봉쇄는 미국 주도 질서를 파괴하는 세력 또는 국가에 대한 응징적 성격을 본질로 하는 강압적 봉쇄이다. 냉전기 봉쇄와 탈냉전기 봉쇄는 의도와 목적이 다름에도 포위와 봉쇄를 통해 상대방을 굴복시켜 목표를 달성한 다는 본질적 특성을 공유하며 특히 그 수단에 있어서는 매우 유사하다. 미국은 봉쇄전략을 통해 자유주의 질서 구축과 소련 붕괴라는 실제 목표를 달성했다. 이 전략의 성공요인은 자칫 봉쇄가 ‘외부의 적에 의해 내부의 독재를 강화’하는 데 이용되면 안된다는 점을 강조하여 피봉쇄국가 국민 스스로 자기의 행동을 바꾸도록 유도했다는 점이다. 반면에 미국의 대북 봉쇄는 유효성에 대한 논란과 함께 북한 주민들의 반감을 일으켜 정권 유지의 도구로 활용될 우려도 나타나고 있다. 또한 남북관계의 공간을 허용하지 않음으로써 결과적으로 한반도평 화프로세스에 부정적 영향을 미치고 있다.
Abstract
So far, it is no exaggeration to say that North Korea has only been given the option of kneeling or breaking through the blockade of sanctions and pressure. The blockade issue is a very important issue for the survival of the North Korean regime and a prerequisite for economic development. At the same time, it is also a challenge for South Korea, which is the master of the Korean Peninsula issue. Therefore, active consideration is needed about the essence and character of the blockade, its goals and objectives, and its future direction. This study aims to approach this problem by comparing the containment in the Strategies of Containment of Cold War era with the blockade pattern imposed on North Korea after the Post-Cold War era. The U.S. containment strategy of the Cold war era aims to restore the central pillars such as West Europe and Japan through economic and military support for quarantine to Soviet and to build the balance of power with their own confidence in order to block the growing Soviet influence.On the other hand, the blockade in the Post-Cold War era is a coercive policy, which is based on the nature of punishing forces or countries that destroy the U.S.-led order. The containment strategy is considered a successful strategy because it has achieved the building a liberal order and the collapse of the Soviet Union. The success factor is that the containment should not be used to strengthen internal dictatorship by external enemies. And because the containment allowed the Liberal to regain confidence and balance, encouraging the people of the sealed state to change their behavior. On the other hand, the current U.S. policy of blockade on North Korea seems to be used as a tool to maintain North Korea regime, causing antagonism among North Koreans. In addition, the U.S. policy of blockade is negatively affecting inter-Korean relations by disallowing the South Korean government to engagement.
