미국의 對북한 경제제제 실효성 : 행위자의 전략적 선택 중심으로

탈냉전 이후 비핵화는 국제사회에서 중요한 화두이다. 북한은 그동안 핵 개발로 인해 미국을 비롯한 국제사회로부터 제재를 받아왔고, 미국과 국제사회의 노력에도 불구하고 오히려 핵개발과 도발로 국제사회를 위협하고 있다. 본 논문에서는 북한의 비핵화 과정에서 행위자들 간의 전략적 교환(strategic interaction)이 경제제재의 비핵화 효과를 결정에 영향을 미쳤다고 보고, 행위자 중심으로 분석한다. 나아가 북한의 비핵화를 위한 다자주의의 효용성에 관해 주목해야한다. 북한의 비핵화를 위해서 미국이 주도하는 양자주의 제재와 한국, 중국, 일본, 러시아, EU가 제공하는 다자주의적 유인을 결합하는 방식이 필요하다.
Abstract
Denuclearization is an important topic in the international community after the post-Cold War. The United State’s economic sanctions against North Korea was comprehensive and long-term, but unsuccessful. US economic sanctions cannot be a magic bullet to denuclearize North Korea. This paper is determined by the strategic choice of the actor and analyzed on the assumption. In the process of denuclearization North Korea, we could see that strategic interaction between actors was a factor in determining the effect of denuclearization of economic sanctions. Furthermore, attention should be paid to the effectiveness of multilateralism for the denuclearization of North Korea. For the denuclearization of North Korea, it is necessary to combine bilateral sanctions led by the United States with multilateral incentives provided by South Korea, China, Japan, Russia and the EU.
