미국 지역 공동체 음악프로그램 ‘Harmony Project’ 분석 연구

초록

본 논문은 미국 지역 공동체 음악프로그램인 하모니 프로젝트(Harmony Project)를 분석하여 우리나라 문화예술 프로그램의 개선 방안을 제안하는데 연구의 목적이 있다. 연구는 문헌자료의 수집과 분석 과정을 통하여 하모니 프로젝트의 설립배경과 발전과정, 프로그램 운영 지역과 공동체의 특징, 프로그램 운영방법, 프로그램 재원과 운용, 프로그램 종류와 구성, 프로그램의 내용, 프로그램 관련 연구, 프로그램 성과와 사회에 미친 영향 등으로 나타내었다. 분석 결과를 바탕으로 하모니프로젝트의 다섯 가지 시사점을 밝히고, 우리나라 문화예술 프로그램의 문제점을 개선하기 위한 주요 방안들을 제안하였다. 우리나라 문화예술 프로그램 개선은 중앙정부 주도형에서 지방⋅지역 중심의 자립적 지역공동체 프로그램 개발, 지도강사 중심의 프로그램에서 학생이 참여하는 프로그램의 운영, 기부활동의 다양성과 투명성을 확보한 지역 사회 프로그램으로의 발전을 제안하였다.

Abstract

This research aimed at suggesting executable proposals for enhancing culture and arts programs in South Korea by reviewing the Harmony Project, a local community music program in the United States. With literature review of the Harmony Project and related programs, this research studied socio-historical and cultural backgrounds of the Project, its establishment and development, its methods and contents, and its resources and operation. Based on these studies, this research clarified five implications of the Harmony Project and then suggested three proposals for improving culture and arts programs in South Korea: the development of independent local community initiative programs rather than national initiative, the development of student participating programs rather than instructor-led, and the planning for diversity and transparency of donations.
