Abstract
This paper analyzes the patterns of inter-Korean film exchange and relations during the Kim Jong-il regime (1994-2011). After the “Arduous March,” North Korea began engaging in full-fledged cultural exchanges in the context of inter-Korean reconciliation, symbolized by the June 15th North–South Joint Declaration. In South Korea, films reflecting the post–Cold War political landscape emerged as a noticeable trend, and multiple visits by South Korean filmmakers to the North were realized, during which co-production efforts were explored. Both Koreas focused on animation—a field considered to carry relatively low political risk—for their joint ventures. <Lazy Cat Dinga> (2001) and <Pororo the Little Penguin> (2003), co-produced by Hanaro Telecom (South Korea) and the Samcholli General Company (North Korea), achieved commercial success abroad and became emblematic examples of cultural exchange. This trend led to the screening of North Korean films at major South Korean film festivals, including the Busan and Jeonju International Film Festivals. Meanwhile, during the same period, a critical current also emerged—marked by films produced by North Korean defectors and the establishment of the North Korean Human Rights International Film Festival—that sought to expose and critique the realities of North Korean society. This paper examines these developments in a comprehensive manner, aiming to explore both the limitations and the possibilities of cultural interaction pursued by the two Koreas.
