이 논문은 목광수 교수가 “나노과학과 관련된 리스크 분석과 윤리적 대응”에서 나노 과학과 관련해서 제시한 리스크 분석 모형을 광우병 관련 논의에도 적용한 것이다. 먼저 그의 리스크 분류 체계에 따라 광우병의 사례들이 어떤 리스크로 분류되는지 살펴본다. 그 다음에 불확실성과 무지가 광우병 논의에서 어떤 역할을 하는지 검토한다. 과학 연구에서는 확실성이 요구되지만 불확실성과 무지도 긴요하고 필수적인 역할을 할 수 있음을 주장할 것이다. 거기서 추정적 논증이 중요하게 사용된다. 구체적으로 추정적 논증 중에서 무지에의 호소 논증과 공포심에의 호소가 광우병 논의에서 어떻게 사용되었고 그것이 합리적인 논증인지 평가할 것이다.
Abstract
This paper applies the risk analysis method which Professor Mok Kwangsu developed in his paper “Risk Analysis and Ethical Response Model for Nanotechnology” to the discussions on BSE. After classifying the risks of BSE according to the Professor Mok’s classification model, I examine how uncertainty and ignorance are important in the BSE discussion. Presumptive reasoning is used importantly and necessarily in uncertain situation like BSE discussion; argument from ignorance and appeal to force are proposed as such presumptive reasonings. I conclude such arguments can be evaluated as rational in BSE debates in which most knowledge is uncertain.
