미국, 일본, 유럽연합의 북한인권정책 비교연구: 공통점과 차이점 그리고 향후 과제

초록

본 연구는 미국, 일본, 유럽연합의 북한인권정책에 대한 비교분석을 통해 북한의 실질적 인권개선을 위한 국제사회의 역할과 한국의 북한인권정책에 주는 시사점을 도출하는 데 목적을 두고 있다. 구체적으려 한다. 첫째, 미국, 일본, 유럽연합의 북한인권정책 사이의 공통점과 차이점은 무엇이고, 그 요인은 무엇인가? 둘째, 이들의 북한나 기여하고 있는가? 셋째, 향후 북한인권 개선을 위한 바람직한 정책 방향 및 수단은 무엇인가? 특히 한국정부에 주는 시사점은 무엇인가? 분석결과가 주는 시사점의 하나는 한국과 국제사회는 개별적 접근의 비효통해 실질적 인권개선을 기해야 한다는 점이다.

Abstract

This research is to find the roles of international community and implications for substantial improvement of the human rights situation in North Korea, through a comparative study of American, Japanese, and European Union’s policy toward North Korean human rights. Followings are three questions to be solved to achieve the research objective: ① what is the commonness and difference among the three policies?; ② how much they contribute to human rights improvement of North Korea?; ③ what is policy alternative for further improvement? Each actor of international community including South Korea can help improve North Korean human rights based on their position and capacity. One of implications drawn from the analysis is that coordinated approach of international community and their proper division of role will bring a synergy effect for the improvement of North Korean human rights.
