Abstract

The purpose of this study is to identify the characteristics of Schreiber's concept of intergenerational contracts, which played a decisive role in the radical transition from regular financing to levy in the German pension system. In the era of the German Bismarck Empire, the German oldage pension system was initiated with the aim of creating a ‘selfsustaining system of the working population’(1889). However, as a result of the rapid economic development that followed, this pension system faced a serious problem of pension fund depletion. This means that retired workers were no longer able to sustain their lives with the existing pension insurance revenue alone. In response, German economist W. Schreiber proposed a payasyougo pension system that would replace the retired worker's wages(1955). This system is characterized by the fact that it does not require reserves and is based on the redistributive principle of the intergenerational contract. In addition, this system has the advantage of being able to form a solidaritybased mutual aid pension system by excluding state welfare benefits and substitution investment. At that time, the Adenauer government of West Germany(1957) legislated and implemented the pay asyougo financing system. This system is still in operation today in Germany, as of 2025. Since Korea is also facing a pension fund depletion crisis, it is necessary to comprehensively examine the financial method of the levy pension system adopted by Germany. It is hoped that this paper will help to find clues to a desirable pension reform.
