통일 과도기 독일의 연금제도를 통한 사회통합은 동독지역의 체제전환 과정에서 발생한 경제 사회적 충격(대표적으로 동독지역의 연금수급자들의 대량 빈곤과 소득 불평등의 문제)을 완화하고, 주민들의 내적 통합과 사회안정에 크게 기여하였다. 특히 동서독 공적연금제도를 통한 소득보장과 적극적인 노동시장정책은 통일 과도기 매우 효과적으로 작용을 하였던 것으로 평가를 받고 있다. 그리고 연금통합이 서독제도를 중심으로 한 신속한 통합과 급여 수준의 인상은 동독주민에 대한 보호의 긴급성 그리고 동독경제의 체제 전환의 과정에서 불가피한 조치로 받아들여질 수 있다. 특히, 이와 같은 연구 주제와 관련하여 우리가 아무리 경제적으로 훌륭한 통일 정책을 수립하게 된다고 하더라도 만약 국민들이 이 정책을 받아들일 수 없다면 그 정책은 합리적이지 못할 수 있다. 따라서 남북한의 통일과 세부적 정책 방안의 수립 과정에서 이성과 열정의 적절한 조화가 요구된다.
Abstract
Germany’s social integration programs during the transitional period of unification alleviated the economic and social shocks that occurred during the regime transition in the East German region and greatly contributed to the internal integration of residents and social stability. In particular, the integration of East and West Germany’s public pension system, income security for early retirees, and active labor market policies are evaluated as having been very effective in the transition period of unification. And rapid social integration centered on the West German system can be accepted as an inevitable measure in the urgency of protecting East German residents and in the process of incorporating the East German economy into the capitalist economic system. In particular, in relation to this research topic, no matter how economically excellent a unification policy we establish, if the people cannot accept this policy, the policy may not be reasonable.
