정보화시대, 모바일 투표의 가능성과 한계에 관한 일 고찰 - 민주통합당의 모바일 투표 사례를 중심으로

정보화시대로의 진입은 정치과정 특히 정당정치의 많은 변화를 야기하고 있다. 후기산업화 이후 정당운영의 특징적인 면모라고 할 수 있는 당원감소와 정당조직운영의 비민주성 문제는 정당정치에 여전히 나타나고 있다. 그러나 한편에서는 정당의 위기를 극복할 수 있는 대안으로 정보통신기술을 활용한 새로운 방식이 논의되고 있다. 그 중에서 정당민주화와 투명성, 효율성을 제고하기 위해 도입된 전자정당(e-party)은 전 세계적인 추세가 되었고 그 적실성 역시 확인되고 있다. 본논문은 정보화시대의 정당정치에 주목하여, 당직자 및 공직후보자 선출과정에서새롭게 공개적 시민참여 방식으로 등장한 모바일 투표(mobile voting)의 가능성과 한계를 분석하였다. 연구사례는 2012년 민주통합당의 당직자 및 공직후보자선출과정을 대상으로 모바일 투표가 어떠한 영향을 미쳤는지를 살펴보았다. 분석결과, 모바일 투표는 당내 선거에서 일반 시민들의 참여는 높아지는 효과가 있었다. 하지만 모바일 투표가 장점만이 있는 것은 아니다. 모바일 투표 도입의 목적과 운영, 표의 등가성, 기술적인 오류 등의 한계도 발견되었다.
Abstract
The information age brings about many interesting changes to partypolitics. Nevertheless, it has long been an open secret that the traditional partysuffers the decrease in the party members and there exist undemocratic issues inthe party system. There have been, however, active discussions about analternative to overcome the crisis that the party is facing. In fact, an electronicparty(e-party) has become a leading trend, enhancing the democratization,transparency and efficiency of traditional parties. This study pays attention toparty politics in the information age, analyzing the possibilities and limitations ofmobile voting. The mobile voting has become an evolutionary format of a newlyemerging electronic party as a vehicle of civil participation. The researchexamines how the mobile voting affects the procedure of executive andcandidate selection in the Democratic United Party in 2012. The findings showthat there was the increase of citizen participation in the election for the party. The research, however, displays that the mobile voting has the limitedadvantages. The study also discusses the limitations of the mobile voting withrespect to the purpose of its application, its operational process, the voteequivalence, and technical errors.
