16세기 영국의 종교 갈등과 로마서 13장 1-7: 엘리자베스 1세 시대의 카톨릭을 중심으로

이 연구는 세속권력에 대한 복종에 관련된 성서의 롬 13장이 종교적 대립에 의하여 다르게 해석되어온 16세기 영국의 종교와 정치의 대립과정을 엘리자베스 1세 여왕시대를 중심으로 논의한다. 영국은 16세기 초의 유럽대륙의 종교개혁 여파로 기존 카톨릭과 개신교가 대립되었고, 동시에 개신교의 한 부류인 성공회(Anglican church)로 불리는 영국 특유의 영국국교회의 확립으로 말미암아 이러한 종교 간의 극심한 정치적 대립과 박해를 초래하였다. 헨리 8세 때에 수장령이 통과되어 카톨릭과 결별하고 성공회의 기반이 형성되지만, 엘리자베스 1세에 이르러 성공회가 확립되어 카톨릭은 물론, 같은 개신교 부류의 청교도와도 대립 관계를 이룬다. 종교개혁 이전에 종교와 정치를 지배하던 집단에서 성공회의 성립 후 박해를 받는 집단으로 전락된 카톨릭은 급박한 상황에서 이 롬 13장의 복종이론에 대하여 어떤 입장을 취하는가를 살펴보는 것이 이 연구의 핵심주제이다. 이를 위해 이 연구는 첫째, 분석체계로서 바울이 기술한 이 롬 13장의 국가, 권세, 복종 등과 같은 구성요인들의 논점과 기술한 배경을 논의한다. 둘째, 롬 13장에 대한 중세 말기의 카톨릭의 입장과 영국 종교개혁에 영향을 미친 유럽 종교개혁자들의 입장을 살펴본다. 셋째, 16세기 영국의 성공회 성립을 비롯한 종교적 개혁과정과 정치적 대립과정을 추적하고, 이를 바탕으로 엘리자베스 1세 시대의 대립되는 종교(종파)들의 롬 13장 1-7에 대한 해석 차이를 논의한다. 넷째, 세속권력과 시민적 의무의 관계를 로마서 13장의 관점에서 논의하고 시사점을 도출한다. 이 연구가 16세기 영국의 종교적 상황 및 정치적 현실에 초점을 맞추는 것은, 롬 13장의 권세(권위), 정부, 통치자 등에 대한 기독교 계통의 주요 대립적 종파들의 관념 및 태도의 이해를 통하여 현대에 발생할 수 있는 종교와 정부와의 복종, 저항, 유착 등의 관계를 이해하는데 유용하리라고 생각하기 때문이다.
Abstract
Due to the Reformation in the 16th century, England underwent confrontation between the Catholic Church and Protestantism, and at the same time observed the establishment of the Church of England also known as the Anglican Church. Such conflicts between religions and within sects brought about serious political disputes as well as violent attacks and persecution against opposing Churches. This research, focusing on the Age of Queen Elizabeth I, discusses the struggle between religion and politics in England resulting from differing interpretations among Churches and within the Catholic Church regarding the Biblical verses of Romans 13:1-7. First, it examines several themes such as the function of the state, authority, and submission, from Apostle Paul's Romans 13. Second, it briefly introduces the thoughts of the early 16th century European Reformers, which had an impact on the English Reformation. Third, it also traces the Reformation process toward the establishment of the Anglican Church and political confrontation amongst Churches, and discusses interpretational swings of Romans 13, specifically focusing on the Catholic Church. Finally, this research deals with the relationship between political authority and civil submission from the perspective of Romans 13, and derives several theoretical and practical implications. In sum, this research, by investigating the religious environment and political reality of 16th century England is useful for understanding the ideas and attitudes among conflicting Churches regarding authority, government, rulers and etc. of Romans 13, which in turn is effective in understanding the religion-government relationships of submission, resistance and adhesion, which could take place in modern times.
