Abstract
This study investigates how Romans 13 and the subsequent verses have been interpreted throughout the history of Korean Protestantism. Korean Protestant interpretations of this passage have generally followed two main approaches. The first promotes uncritical affirmation of political authority and unconditional obedience, while the second argues that authority is justified only when it functions to uphold human rights and freedom, and that religion may critically monitor or resist such authority when it fails to fulfill these responsibilities and limits. These interpretations are closely interwoven with differing understandings of human rights and the principle of church-state separation. As such, Romans 13 has functioned as a theological foundation that legitimizes contrasting political theologies. The social roles and functions of these interpretations have also differed markedly. While the former has operated ideologically to justify political power, the latter has served as a means of critical engagement or resistance. Over time, the interpretation and application of Romans 13 contributed significantly to the division of Korean Protestantism into conservative and progressive camps, and this division continues to shape its present theological and political landscape.
