Abstract

Although party line defection voting by legislators is an important phenomenon consistently observed in the Korean National Assembly, there has been a lack of empirical analysis regarding how voters actually perceive this behavior. This study utilized nationwide voter survey data conducted in 2022 to examine how voters’ party loyalty and policy preference heterogeneity affect their evaluation of legislators’ deviation from party lines. Analysis results revealed that party loyalty is the strongest factor causing voters to negatively perceive legislators’ deviation from party lines. On the other hand, while voters with high policy preference heterogeneity were expected to be somewhat more tolerant of legislators’ deviant voting, no statistically significant effect was found in the full sample analysis. However, in the analysis model of People Power Party supporters, an interaction effect was discovered where high policy preference heterogeneity partially mitigated negative evaluations of legislators’ deviant voting. This suggests that while party loyalty largely determines voter evaluations of legislators in Korean politics, there may be room for allowing deviant voting on certain policy issues among some groups. This study contributes to a more multi-dimensional understanding of the relationship between legislators’ voting behavior and voter responses in the Korean political environment where strong partisan sentiment operates, and is significant in that it provides a foundation for future research analyzing the actual effects of party line deviation on election results or nomination processes.
