Abstract

This study analyzes voter switching behavior and its determinants in the 2021 Seoul and Busan by-elections, which represent a political crisis situation. The main explanatory variables include voters' socioeconomic characteristics, political-psychological traits, evaluations of the authenticity of election campaigns, and attitudes toward major election issues. Using multi-nomial logistic regression analysis, the study empirically examines the factors influencing vote switching. The results show that voters who switched their votes did not exhibit low political interest or efficacy and were characterized by higher levels of education and household income. Furthermore, negative evaluations of key issues during the election period, such as real estate policy and government accountability, significantly influenced vote switching. Evaluations of campaign authenticity were also found to have a partial effect. This study empirically confirms that voters are capable of making issue-based, rational decisions even under politically exceptional circumstances such as by-elections. Additionally, it suggests that voter volatility-including vote switching and shifts in party support-may contribute to alleviating political polarization and fostering diversification of the party system.
