민주화 이후 한국 대통령의 정치적 책임성에 관한 교차사례연구: 문민정부∼MB정부의 내각안정성을 중심으로

대통령제 국가에서의 정치적 책임성의 확보를 국정운영의 실질적 주체로서의 내각의 구성과 변동양상을 통해 파악하고자, 민주화 이후 4개 정부(문민정부, 국민의 정부, 참여정부, MB정부)를 대상으로 혼합 사례분석안을 적용해 정부별 내각안정성의 변이(불안정/안정)를 초래하는 영향요인을 탐색하였다. 그 결과 사용된 9개의 변인들 중에서 대통령의 리더십, 의회분절도, 야당집중도, 소비자물가지수 평균상승률, 평균실업률 등 5개의 변인은 부적절한 변인의 논리적 소거방식에 따라 제거되었으며, 선거경쟁도, 여당의 의석점유율, 인사청문회, 그리고 GDP평균성장률 등 4개의 변인이 최종적으로 남아 내각의 안정/불안정, 즉 정치적 책임성의 강/약의 결정적 작동변인임이 밝혀졌다. 이제까지 내각의 불안정성은 주로 정책의 지속성과 효율성 저하라는 측면에서 정치체제의 불안정성을 노정하는 지표로 간주되었으나, 이를 정책수행 실패나 위기상황에 효율적으로 대처하지 못한 정부의 무능력에 대해 의회나 국민의 압력에 반응하고 책임지는 대통령(내각, 정부)이라는 측면에서 정치적 책임성의 지표로 수용해도 무리가 없을 것이다.
Abstract
Attempts have been made in this paper to delineate those factors which led to the cross-cases variances in the cabinet stability of the four Korean presidential governments from Kim Young Sam’s “Civilian Government” to the “MB Government” of Lee Myong-bak. The application of the Mixed Cases Design shows that, amongst nine “candidate factors”, electoral competitiveness,percentage of ruling party seats in the National Assembly,average growth rate of GDP, and confirmation hearing have produced significant impact on the cabinet stability in Korea. Cabinet stability has been regarded up to now as one of the major indicators of system stability of regime itself in terms of policy performances. This study demonstrates that it may also be employed as a valid yardstick for measuring the degree of political accountability of the Presidents (presidential governments) in terms of the responsiveness not only to the mass demands for governmental performances but also to unexpected crisis situations.
