Abstract

This study aims to overcome the limitations of previous research on the effects of coalition governments in presidential systems, and to more clearly identify the impact of coalition governments on democratic governance. This paper focuses on the composition types of coalition cabinets, specifically the number of parties participating in the cabinets and their seat shares, and employs panel analysis to analyze how these variables affect democratic governance, particularly the ‘political stability’ index. Panel analysis of the ‘voice and accountability,’ ‘government effectiveness,’ and ‘political stability’ indices showed that the effect of participating parties in coalition cabinets differed depending on the dependent variable. For ‘voice and accountability’ and ‘government effectiveness’ indices, only coalition cabinets composed of 4 parties showed statistically significant positive effects. In the case of the ‘political stability’ index, coalition cabinets composed of 2, 3, and 4 parties all showed statistically highly significant positive differences. Meanwhile, the effect of the coalition cabinet’s seat share variable on democratic governance was statistically significant only for the ‘government effectiveness’ and ‘political stability’ indices.
