최근 한국 정치학계를 뜨겁게 달군 두 가지 연구 주제는 단연 ‘민주적 혁신’과 ‘포퓰리즘’이다. 양 주제의 연구자들에 의해 자주 언급되지만 아직 제대로 연구가 이루어지지 않은 주제가 바로 후기구조주의적 구성주의 정치이론가인 E. 라클라우의 독창적인 포퓰리즘 접근 방식이다. 이에 본 연구는 민주적 혁신과 포퓰리즘의 연계성을 탐색하는 것으로 출발하여 포퓰리즘의 정체성과 ‘텅 빈 기표’의 은유를 설명하고 이어서 라클라우의 구성주의적 포퓰리즘 이론을 검토한다. 라클라우에게 포퓰리즘은 ‘인민’의 구성양식이며, 포퓰리스트 이성은 ‘인민’의 구성원리로 각각 정의된다. 글의 결론에서는 앞선 논의 사항들과 최근의 신고리 5·6호기 공론화위원회의 경험에 근거해 작금의 민주적 혁신 기제들은 라클라우식 구성주의적 접근법을 제도정치 속으로 포섭함으로써 ‘숙의적’ 포퓰리즘의 등장을 지원한다고 주장한다.
Abstract
Of late, ‘democratic innovations’ and ‘populism’ have been two research themes hotly debated among the S. Korean political scientists. Ernesto Laclau, a post-structural constructivist political theorist has hardly failed to be mentioned by them even though not a single research has yet been carried out on his exceptional approach to populism. Hence, this paper tries to do it by tapping on the possible connection between democratic innovations and populism, discussing the identity of populism as a political concept and the metaphor of the ‘empty signifier’, and then examining Laclau’s constructivist theory of populism. For Laclau, populism is defined as the way of constructing ‘a people’ and the populist reason as a logic of constructing a people, respectively. In conclusion, it is, on the bases of both those prior discussions and our recent experience of the public deliberation regarding the Shin-Kori 5 & 6 Neclear Power Plants, argued that democratic innovations appear to lend support to the emergence of ‘deliberative’ populism by bringing Laclauvian constuctivist approaches into the institutionalized politics today.
