본 연구에서는 이질적 경제주체들로 구성된 일반균형 중첩세대모형을 구축하여 정부지출의 배분 효과를 분석한다. 2020년 통계청 장래인구추계에서 나타나는 인구구조 변화를 모형에 반영하고 정부지출은 소득지원을 위한 이전지출 형태와 소비지원 형태로 구분한다. 두 지출 프로그램 사이의 재원 비중이 변할 때 거시경제에 미치는 효과와 연령별 시점별 후생의 차이를 비교하여 분석한다. 이전지출의 비중이 상대적으로 높을수록 노동시간이 늘어나 GDP는 증가한다. 이전지출 비중의 상승은 정부의 조세수입을 늘려 노동공급에 영향을 미치는 세율을 인하할 수 있는 여력을 제공한다. 이전지출 비중이 상승할 때 2022년 기준 모든 연령층에서의 후생이 증가할 뿐 아니라 미래 젊은세대들의 후생도 증가한다. 국가채무 비율이 빠르게 상승하는 경우 이전지출 비중의 상승효과는 더욱 증대된다.
Abstract
This paper constructs an overlapping-generations model with heterogeneous agents and investigates the allocation effects of government spending on the macroeconomy. The future population projection data of Statistics Korea is fed into the model and government spending is categorized by income transfers and consumption subsidies. It is examined to what extent the spending share of income transfers affect the Korean economy characterized by low fertility and population ageing. A high value of the redistribution spending share increases aggregate hours and thus GDP because it increases tax revenues and provides an opportunity to reduce a tax rate on households’ labor income. The higher the spending share of income transfers, the higher both the welfare levels for all the households in 2022 and for new comers over the decades. The welfare effects of the spending share are much stronger under the circumstances that the debt to GDP ratio grows relatively rapidly.
