북한 내 취약계층의 SDGs 달성을 위한 남북교류협력방안 모색 －제3차 북한-유엔전략계획 구상을 중심으로－

북한은 국제사회의 대북제재와 자연재해, COVID 19 팬데믹의 장기화로 가중되는 경제난에 도전받고 있다. 2021년 1월, 제8차 당 대회에서 제시한 국가경제발전 5개년 계획 등 목표의 달성여부도 관건이다. 이러한 상황에서 북한은 내각 국가계획위원회를 창구로 유엔 회원국들이 의결한 2015~2030 지속가능발전목표(SDGs) 달성에 적극적인 관심을 표명하고 있다. 북한의 ‘지속가능발전의제’가 대북제재와 어떻게 공존할 것인가는 북한개발협력 현장의 중요한 화두로 남아 있다. 2021년 6월 제출한 자발적 국가 검토(VNR) 보고서에 따르면 UN과의 협력과 SDGs 이행의지를 재차 적극 표명하고 있다. 또한 국가경제발전 5개년 계획(국가발전계획, NGDs)과 SDGs와 연계를 강화중임을 언급하며 SDGs가 국가경제발전 차원의 수준으로 인식되고 있음을 드러내기도 한다. 따라서 북한이 SDGs 이행을 위해 유엔과 체결한 2차 전략협약(2017-2021년)에 이어 새롭게 수립될 3차 전략협약(UNSF 2022-2026)의 추진방향과 SDGs 이행전략에 대한 관심도 높아지고 있다. 답보상황에 있는 남북교류협력의 추진 역시 팬데믹 상황과 제재 면제가능여부를 중심으로 고려하되, 북한의 취약계층의 삶의 질 개선 및 제3차 북한-유엔전략협약의 추진 및 달성에 초점을 맞출 필요가 있다. 따라서 본 연구의 목적은 우선적으로 북한의 취약계층 복지와 관련한 SDGs 목표 1(빈곤), 2(기아)를 중심으로 기타 SDGs와의 조화방안을 검토하고 이를 달성하기 위해 개선된 포스트 북한-유엔전략협약 제안 및 대북제재 및 코로나19 상황을 고려한 남북교류협력방안을 제시하는 것에 있다.
Abstract
North Korea is being challenged by economic difficulties aggravated by international sanctions against North Korea, natural disasters, and the prolonged COVID-19 pandemic. In this situation, North Korea is expressing an active interest in achieving the Sustainable Development Goals (SDGs) decided by the UN member states through the Cabinet National Planning Committee. How North Korea's "Agenda for Sustainable Development" will coexist with sanctions against North Korea is an important topic in the field of North Korean development cooperation. Therefore, interest in the implementation direction of the 3rd Strategic Agreement (UNSF 2022-2026) to be newly established following the 2nd Strategic Agreement signed by North Korea with the United Nations (2017-2021) for the implementation of the SDGs and the SDGs implementation strategy is also increasing. The stagnant promotion of inter-Korean exchanges and cooperation should also focus on the pandemic situation and whether sanctions can be exempted, while focusing on improving the quality of life of the vulnerable in North Korea and promoting and achieving the 3rd North Korea-UN Strategic Agreement. The purpose of this study is to find a way to harmonize with other SDGs to achieve SDGs 1 (poverty) and 2 (hunger) related to the welfare of the vulnerable in North Korea, and to propose an improved post-North Korea-UN Strategic Agreement, as well as to analyze North Korea sanctions and the COVID-19 situation. It is to present a plan for inter-Korean exchanges and cooperation in consideration.
