Abstract

This study aims to analyze the trends in reports to police through 112-calls before and after the onset of COVID-19, in order to examine the impact of social distancing and the severity of COVID-19 on changes in demand for police services. Monthly total reports and emergency dispatch requests areused as variables representing demand for police services, while monthly COVID-19 death counts are used as a variable representing the severity of the disease. The study covers the period from January 1st, 2018 to January 31st, 2022, and data are visualized and statistically analyzed using time-series analysis models to verify the impact of variables related to social distancing and COVID-19 severity on the number of reports. The analysis results shows that the total number of reports decreased while social distancing was enforced or as the severity of COVID-19 increased, but the greatest influence are found to be seasonality. Emergency dispatch requests, on the other hand, shows a decreasing trend during the social distancing period, and their relationship with COVID-19 severity are found to be more significant than other variables. These results indicate that the demand for general police services and emergency responses may differ in changing policing environments. Although this study provides empirical analysis results regarding changes in demand for police services due to COVID-19, it has limitations in terms of its limited study period. Therefore, subsequent studies are suggested to investigate the long-term impact of COVID-19 on demand for police services.
