Abstract

The stringent social distancing policies implemented in response to COVID-19 have resulted in unprecedented changes in both policing activities and public safety demands. While numerous studies have addressed the impact of social lockdown policies during the COVID-19 period on crime rates and police reports, there has been limited analysis regarding the manifestation of changes in public safety demands at the local level. Therefore, this study aims to examine how the COVID-19 social distancing period has affected regional 112 reporting rates through spatiotemporal analysis. For this purpose, monthly data on police 112 reports from January 2019 to January 2022 and population data by administrative district for the same period were utilized to construct monthly, by police station, and by emergency type 112 reporting rate datasets as the dependent variable. Independent variables considered include the implementation of social distancing measures and regional fixed effects. Additionally, control variables such as linear trends in reporting rates over time and seasonality were incorporated into the model. According to the analysis results, social distancing measures led to a decrease in reporting rates by police station and month, with the pattern of this decrease varying depending on the urgency level of the reports. Furthermore, it was observed that the patterns of this
