Abstract
This study aimed to explore the difficulties experienced by police investigators during interviews with child victims of crime and to derive foundational data to consider when developing a non-face-to-face statement support system tailored for child witnesses. Focus group interviews were conducted with police investigators who have over six months of experience in interviewing child victims, with cooperation from the Violence and Abuse Investigation Division of the Women's and Youth Crime Investigation Unit of the National Police Agency. The collected data were analyzed using the thematic analysis. The analysis yielded 3 categories, 8 higher-order themes, and 25 sub-themes. First, it was found that police investigators experience practical difficulties in the interviewing process due to the complexity of interviewing children and the developmental characteristics of children. Second, related to policy and institutional factors, police investigators face challenges stemming from insufficient training programs that meet the needs of the field, difficulties in the deployment and personnel system based on expertise, and a lack of understanding of the specific nature of investigative procedures involving children. Third, when introducing the non-face-to-face statement support system, police investigators expect that it will ensure consistency in investigations, protect children from secondary harm during the interview process, facilitate rapport building, free them from location constraints, and minimize the influence of investigator biases. Fourth, concerns were raised by police investigators regarding the reliability of the emotion recognition system for children, the oversight of children's non-verbal cues, and the obligation to use the developed system if the non-face-to-face statement support system is implemented. Fifth, it was found that when developing the non-face-to-face statement support system, factors such as consent and ethical considerations, ease of use, long data retention periods, and 24-hour customer service should be taken into account. This study is expected to identify the challenges police investigators face during interviews with child victims of crime and the elements to be reflected upon when developing a non-face-to-face statement support system as a means to psychologically protect child victims while alleviating the burden of police investigators to confirm objective facts about the crime.
