기정학적 관점에서의 경제안보 개념정립에 관한 정책적 함의

우리나라의 1970년∼80년대 산업기술은 수출증대를 위한 ‘먹고 사는(食生)’ 개념으로 이해되었으나, 오늘날은 이러한 기술의 유출 방지·보호 차원에서 한 국가의 명운이 걸린 ‘죽고 사는(死生)’ 문제로 귀결되고 있다. 그간 군사적 차원에서 머무르던 기존의 안보 개념이 최근 ‘경제안보’의 개념으로 확대·전환되면서 세계 주요국의 안보 전략은 ‘경제안보’를 최우선 과제로 첨단 과학기술 중심으로 빠르게 재편되고 있다. 즉, 과거에는 지정학(geo-political, 地政學)적 측면에서 지리적인 위치 관계가 한 국가의 흥망성쇠(興亡盛衰)에 영향을 미쳤다면, 오늘날은 어떤 나라가 첨단 과학기술의 주도권을 차지하느냐에 따라 그 판세가 결정되고 국제질서의 중심에 놓이는 기정학(techno-political, 技政學) 시대라고 할 수 있다. 그러나 최근 경제안보가 국가안보와 동일시되는 형태로 재편되고 있는 상황에서 ‘경제안보’가 무엇인지에 대해서 정책 입안자는 물론이고 학계에서도 활발한 논의가 지속적으로 이어져 오고 있으나, 현재까지 이에 대해 명확하게 합의된 정의는 존재하지 않는다. 이에 본 연구에서는 지금까지의 안보 개념의 진화과정과 관련 개념과의 차이점에 대해 이해하고 경제와 안보의 시대별 패러다임의 변화를 확인하였다. 무엇보다도 미·중 기술 패권 경쟁에서 경제안보를 심화시키는 중요 촉매요인에 대해서도 다각적인 연구를 진행하였다. 이를 토대로 기술을 중심으로 한 ‘기정학’이라는 새로운 용어를 학술적으로 재정립하여 경제안보에 대한 ‘종합적 이해’와 ‘대응책 마련’을 모색하고자 하며, 아울러 발전 가능성에 대해서도 탐색하고자 한다.
Abstract
Korea's industrial technology in the 1970s and 1980s was understood as a "Eating and living" concept to increase exports, but today, it is resulting in a "death and living" problem at stake in order to prevent and protect the leakage of technology. Also as the existing security concept, which has been staying at the military level, has recently expanded and transformed into the concept of "economic security," security strategies in major countries around the world are rapidly reorganizing around high-tech science and technology with economic security as the top priority. Namely, in the past, geopolitics influenced the rise and fall of a country through geographical location relations, today is a techno-political era in which the whole is determined by which country occupies advanced science and technology and is at the center of the international order. However, at a time when economic security has recently been reorganized into a form that is equated with national security, active discussions have continued not only in policymakers but also in academia, but so far there is no clearly agreed definition of this. Therefore, in this study, we understood the evolutionary process of the concept of security so far and the differences between related concepts, and confirmed the changes in the paradigm of each era of economy and security. Above all, various studies were conducted on important catalyst factors that deepen economic security in the US-China technological hegemony competition. Based on this, a new term of technology-oriented discipline is academically redefined to seek a "comprehensive understanding" and "preparing countermeasures" of economic security, and also explore the possibility of development.
