나이스(NEIS) 체제의 집행과정에 대한 미시적 접근: 인지 프레임의 관점에서

초록

본 연구는 학교 현장 선생님들의 기존 근무방식을 획기적으로 바꾸어야 하는 혁신정책으로서 교육행정정보시스템(NEIS)의 정착과 집행과정을 다루고 있다. 이를 위해 나이스의 도입 및 정착과정을 사례 중심으로 살펴보되, 일선 학교 선생님들의 인지 및 인식의 변화과정에 초점을 두고 접근해 보았다. 일선 학교의 정책집행 과정에 대한 사전 조사과정에서 나이스를 “nice"로 인식하는 경우와 "네이즈”로 인식하는 경우에 있어 시스템 활용도를 비롯한 정책집행 및 제도의 정착 양상이 서로 상이함을 알 수 있었기 때문이다. 나이스 혁신정책의 미시적인 집행과정이 어떻게 진행되었는지에 대해 인지 프레임의 개념을 활용하여 분석을 실시한 결과 나이스의 성공적인 집행과 정착을 위해서 다음과 같은 몇 가지 실천적 함의를 발굴할 수 있었다. 첫째, 정보담당 선생님의 프레임 명료화를 포함한 다양한 프레임 공명(frame resonance) 전략과 교장의 공식적인 지지 등 제도적인 요인으로 인해 "나이스는 번거롭고 기피해야 할 대상“으로 인식하던 학교 구성원들의 인지 프레임이 새롭게 전환되어 나이스의 적응적 집행이 효과적으로 이루어질 수 있었다. 둘째, 조직 내 나이스 담당자의 프레이밍 행위(framing activity)가 프레임 확대로 이어지기 위해서는 가능하면 편한 자리에서 자주 접촉하고 비공식적인 소규모 모임을 최대한 활용하여 격의 없는 대화를 유도함으로써 수평적 의사소통을 활성화시킬 필요가 있다. 셋째, 정책내용의 결정자는 혁신정책의 세부적인 실행 지침을 획일적으로 규정할 것이 아니라 현장의 집행 담당자가 일선 조직의 문화적 특성과 구성원 개개인의 선호에 부합하는 정책내용과 표현을 구성할 수 있도록 일정한 추진과정상의 재량을 인정할 필요가 있다.

Abstract

This research deals with the process of establishing and implementing NEIS as the innovation policy to change the current working style of school teachers on duty. It looks at the introduction and the settlement phase of NEIS by placing emphasis on the case study, as well as the changing process of teachers' recognition on that. In some pre-research about the process of enforcing the policy, there was two cases for recognizing NEIS as "nice" and "네이즈“ - which shows the difference of the system usability and how the system has been enforced and established. I analyzed the microscopic process of implementation by utilizing the recognition frame. As a result, I found several implications for the successful implementing and establishing NEIS. First, the cognitive frame of school members has newly switched to make the adaptive enforcement of NEIS, even though they considered it cumbersome. It is caused by the institutional factors like the official support of a principal and the various frame resonance including the frame clarification of the teacher in charge of information. Second, I need to activate the horizontal communication by inducing a heart-to-heart talk in a small group so that the person in charge of NEIS expands the framing activity into the frame expansion. Third, the decision maker does not regulate the detailed guidelines of the innovation policy but needs to acknowledge the discretion on the course. The discretion is that a person in charge of the execution on site organizes the contents of the policy suited for the preference of each member and the cultural characteristic.
