초록

E-Seoul has been evaluated as the world’s top urban e-governance system by the international organizations that have done such rankings. These ratings have been based on assessments of information provision, service quality, webpage contents, system security, and participation quality in general. Three major data sets are used in this paper; 1) website content analysis, 2) SMG’s internal materials and log-file analysis, and 3) a user survey conducted by Seoul Metropolitan Government (SMG) in 2011. This research seeks to shed light on the dimensions of information and service provision of e-Seoul. First, it shows that both information and service of e-Seoul have been widely expanded and refined by SMG. Second, the survey observation concerns the nature of practical use of e-Seoul, and the system is regarded as a satisfactory website from citizens’ perspectives even though the sample populations are limited and a single survey. Thus, we can estimate that e-Seoul provides useful and efficient information and service delivery. This system can offer an effective medium to utilize governmental resources easily. The paper is focused on the current status of e-Seoul at two major dimensions; 1) information and 2) service. Citizen participation is a qualitatively different type of linkage. The further research examines this third element in more detail.
