Abstract
This study mainly examined the policies and changes in the educational exchange program implemented between Korea and the United States in the 1950s under the U.S. Information and Educational Exchange Act of 1948 (PL 402). In particular, it focused on the scholar program that played a major role in changing Korean academics and education to the American system. The PL 402 was one of the important factors that reorganized society and the national system in the American way in Korea and changed the lives of Koreans. The first project began in 1950, but it was disrupted by the Korean War. The program recovered after the war, but in the 1950s, the size and budget were in an unstable state of fluctuation. The scholar program was a long-term plan to send students and scholars to American universities to learn knowledge and discipline. As the core program was to send young professors as graduate students, the number of dispatched students was the largest, followed by a small number of research scholars and lecturers. However, the leader and expert program was most valued as a practical means of the US government's policy toward Korea. In the late 1950s, the policy of selecting the grantee of the scholar program changed. As a result, young professors with English proficiency were preferred to senior professors, and scholars were also selected from local universities.
