Abstract

Charitable giving is a key prosocial behavior that embodies community solidarity and civic responsibility. However, individual donation rates in South Korea have shown a steady decline recently, a trend attributed not only to economic constraints but also to institutional distrust and shifting social perceptions. This study empirically analyzes how perceived social fairness influences charitable giving and examines whether social capital—particularly social trust and social norms—moderates this relationship. Using data from the 2024 Seoul Survey, the study analyzes responses from 36,280 Seoul residents aged 15 and older through logistic regression and interaction effect models. The findings reveal that higher levels of perceived social fairness are significantly associated with lower likelihoods of charitable giving. In other words, individuals who perceive society as fair tend to be less inclined to donate. In contrast, social norms were found to have a significant moderating effect, weakening the negative relationship between fairness perception and giving behavior. While social trust had a positive direct effect on donation participation, it did not significantly moderate the relationship between fairness perception and giving. These results suggest that charitable behavior is shaped by the interaction between individual perceptions of institutional fairness and the broader social capital context. The study concludes with policy implications, emphasizing the importance of strengthening environmental foundations—particularly social norms and trust—to encourage greater civic participation in charitable giving.
