섬 주민에게 섬 교통은 섬에서 섬, 섬에서 육지로 이동하는 단순한 교통수단이 아닌 생명선과도 같다. 하지만 최근 섬 지역의 인구 감소와 고령화 심화, 연륙교 건설 등에 따른 적자 누적으로 항로의 휴·폐항이 반복되고 있으며, 이는 섬 주민에게 교통 이동권 제약을 넘어 심리적 차별로 인식되는 사회적 불평등으로 확대되고 있다. 따라서 본 연구는 섬 교통 개선을 위한 지원정책 수립 시 참고할 수 있도록 섬 교통 수요에 영향을 미치는 요인을 확인하고자 한다. 분석에는 최근 교통 분야에서 수요 요인 분석에 주로 활용되는 중력모형을 적용하였다. 분석 결과, 인구, 선박의 총톤수, 운항 횟수, 예비선 유무 및 차량 운송 가능 여부가 주요 요인으로 분석되었으며, 특히 연안여객 항로에서는 선박 속도와 항로의 부정기 여부도 중요 변수로 확인되었다. 본 연구는 과학적 분석 모형과 객관적 2차 데이터를 기반하여 정량적 연구를 진행하였으며, 향후 섬 교통 개선을 위한 정책 수립에 도움이 되기를 기대한다.
Abstract
Island transportation is a means of transportation from island to island to land for island residents, and at the same time is like a lifeline. However, island transportation has accumulated deficits due to the decrease in the population of the island area, aging, and the construction of a coastal bridge, which has led to repeated cancellations and closure of routes. In addition this is expanding to social inequality beyond restrictions on the right to move traffic to island residents. Therefore, this study aims to analyze the factors affecting island transportation demand for reference when establishing support policies for improving island transportation. As a result of the analysis, the main factors were population, the total tonnage of ships, the number of operations, the presence or absence of reserve ships, and the possibility of vehicle transportation. And the speed of the ship and the irregularity of the route were also identified as important variables in coastal passenger routes. This study conducted a quantitative study based on a scientific analysis model and objective secondary data, and the results of this study are expected to help establish policies for improving island transportation in the future.
