한국의 내항여객운송항로의 대중교통화를 위한 정책개선 우선순위

섬과 육지를 잇는 내항여객운송사업이 지난 2021년 대중교통의 육성 및 이용촉진에 관한 법률(대중교통법)에 대중교통수단으로 포함되었다. 본 연구는 대중교통으로서 내항여객운송사업이 기능을 하기 위해 현재의 보조항로 및 준공영제 정책이 어떻게 개선되어야 하는지를 분석하였다. 본 연구는 선행연구에서 제시된 정책들을 검토하고, AHP(Analytic Hierachy Process)을 통해 정책 간의 중요도와 우선순위를 분석하였다. 분석결과 요금 정책, 인프라 및 서비스 개선, 운영체계 개선의 순으로 중요도가 높은 것으로 분석되었다. 아울러 본 연구에서 제시한 세부적인 하위 개념의 정책 우선순위를 고려하여 향후 내항여객운송 정책을 마련할 필요가 있을 것이다.
Abstract
Coastal passenger transportation business connecting islands and the land was included as a means of public transportation in the Act on the Support and Promotion of Utilization of Mass Transit System in 2021. This study analyzed how the current auxiliary route and quasi-public operation policy should be improved in order for the coastal passenger transportation business to function as a mode of public transportation. This study reviewed the policies suggested in previous studies and analyzed the importance and priorities of between policies through the Analytic Hierarchy Process (AHP). As a result of the analysis, it was analyzed that the importance was high in the order of policy surrounding fares, infrastructure as well as service improvement, and operating system improvement. In addition, it will be necessary to prepare policies for coastal passenger transportation in the future by considering the policy priorities of detailed sub-concepts presented in this study.
