본 연구는 해상교량의 증가에 따른 연안운송사업의 변화에 대해 분석하였다. 최근 우리나라 서남해안에는 섬과 육지를 연결하는 연륙교, 섬과 섬을 연결하는 연도교 등 해상교량이 크게 증가하고 있다. 이러한 해상교량의 증가는 연안운송사업에 커다란 영향을 미치게 된다. 특히 섬에 해상교량이 개통된 이후에는 여객과 차량을 싣고 섬을 오가던 차도선 운행은 폐지되고 만다. 이는 연안운송사업의 위기로 직면하게 된다. 따라서 종합적인 분석을 통해 연안운송사업의 활성화 방안 및 정책적 시사점을 제시하고자 한다. 특히 지역 대부분이 섬으로 구성된 전남 신안군이 가장 큰 변화가 예상되므로 이 지역을 중심으로 분석하였다. 연구의 결과, 우선 연안운송사업의 발전을 위해 노후여객선 교체가 시급하며, 연안여객선 현대화 추진 및 여객선 준공영제를 확대 시행해야 하는 것으로 분석되었다. 그리고 해상교량 증가에 대비한 다양한 해양관광 상품을 개발하고 서비스 경쟁력 제고해 나가야 하며, 도서지역의 지속개발에 필요한 도서개발촉진법 특례조항 도입이 필요한 것으로 판단된다. 또한 차도선을 운영하던 단위농협은 해상교량 개통 이후에는 차도선 사업을 폐지해야 하므로 운영효율화 방안을 적극 모색해야 한다.
Abstract
This study investigates the changes of coastal transportation business with the increase of marine bridges. Recently, marine bridges have been increasing significantly on the west-south coast in Korea. The increase of marine bridges will have a huge impact on coastal transportation business. Therefore, this study intends to present the direction of development and policy implications of the coastal transportation business. The characteristics of Korea’s coastal transportation business and the changes caused by the increase of marine bridges were systematically analyzed. In particular, Shinan-Gun, Jeonnam province. where consists of most of the regions, is expected to see the biggest change in the region. The results of this research, it is necessary to diversify marine tourism and enhance service competitiveness in preparation for the increase of marine bridges. It is also analyzed that for the development of the coastal transportation business, the government should push ahead with the replacement of old ships, modernization of coastal passenger vessels, and early introduction of quasi- communication systems.
