유엔 가입을 실제 실현한 1991년을 제외하고 한국 정부가 가장 적극적으로 유엔 가입을 추진한 시기가 1950년대 중·후반이다. 이승만 정부는 ‘유엔 가입 추진 운동’이라는 대규모의 대중운동과 외교적 노력을 병행하며 유엔 단독 가입을 적극 시도했다. 1955년 5년만에 신생독립국을 중심으로 유엔 회원국이 대폭 증가한 점, 1956년 일본의 유엔 가입은한국 정부가 유엔 가입 운동을 전개하는 주된 동력으로 작동했다. 그러나 유엔총회 논의과정에서 소련이 최초로 남북한 유엔 동시가입론을 제기했고, 동시가입론은 표결에서는 부결되었으나 중립국을 포함한 상당수 국가들의 지지를 얻었다. 이승만 정부는 유엔 가입 운동을 통하여 한국 정부의 ‘유일합법성’ 논리가 국제 사회에서 보편적 지지를 받기 어려움을역설적으로 확인했다. 소련이 처음 제기한 남북한 유엔 동시 가입 주장은 ‘두 개의 한국’ 논의의 역사적 기원 중 하나가 되었다.
Abstract
The period when the South Korean government most actively pursued UN membership was the mid-to-late 1950s. The Rhee administration made vigorous efforts to join the UN by combining a large-scale public campaign known as the “UN Membership Promotion Movement” with diplomatic endeavors. The significant increase in UN member states, particularly newly independent countries in 1955, and Japan’s entry into the UN in 1956 acted as major driving forces behind the South Korean government’s campaign for UN membership. However, during discussions at the UN General Assembly, the Soviet Union first proposed the simultaneous admission of both North and South Korea to the UN. Although this proposal was rejected in a UN vote, it gained considerable support from many countries, including neutral nations. Paradoxically, through its UN membership campaign, the Rhee administration confirmed that its assertion of the South Korean government’s “sole legitimacy” was difficult to garner universal support within the international community. The Soviet Union's initial proposal for the simultaneous admission of both Koreas became one of the historical origins of the “Two Koreas” discourse.
