Abstract
This study analyzes the political landscape of the early stages of Trump’s second term and the characteristics of executive orders related to environmental policy issued immediately after his inauguration. In particular, it focuses on the theory that understands the president as wearing two hats —one as a leader and the other as an administrator—to examine Trump’s political resources and the governing style derived from them. The analysis reveals that, compared to his first administration, President Trump not only launched his second administration with a relatively stronger political resources but also swiftly implemented executive orders on climate change policies that had not been explicitly included as campaign promises. These characteristics of the early stages of Trump’s second administration suggest that he is likely to exemplify a U.S. president who emphasizes unilateral assertion of authority over dialogue and persuasion.
