Abstract

This paper analyzes North Korea’s regional economic development strategy from the perspective of building a Regional Innovation System, focusing on the role of the Electronic Business Research Institute as its centerpiece. It argues that the ‘Regional Development 20×10 Policy,’ launched in 2024, should not be viewed merely as a policy of industrial facility construction but as part of a long-term regional development strategy, tracing its origins back to 2008. Following a pilot project in Kimhwa County, the Regional Development 20×10 Policy, fully implemented from 2024, promotes the development of entirely new industrial complexes rather than focusing on renovating individual factories. This approach aims to establish a robust innovation system that fosters self-reliant and sustainable regional development through organic linkages among local industrial, research, and educational actors. The establishment of EBRIs and the ‘Commission of Science and Technology’ at the provincial, city, and county levels from 2008 supports this argument, demonstrating North Korea's long-term vision for regional development. Therefore, this study attempts the first academic analysis of the EBRI to understand the specific aspects of North Korea’s Regional Innovation System. Recognizing the current era as the Information age (“age of informatization,”) North Korea has pursued automation based on information technology (IT), going beyond mere modernization and scientization of its production processes.
