경찰교육훈련 평가지표에 관한 연구: Kirkpatrick 모형에 기반하여

매년 100개 이상의 경찰 직무교육 프로그램이 운영되고 있음에도 불구하고 직무성과 향상과 같은 교육의 효과성을 측정할 수 있는 기본적인 ‘평가지표’가 마련되지않아 그간의 노력을 통한 교육 효과성 측정에는 어려움이 많다. 특히 그 동안 여러형태로 측정해온 교육만족도 역시 ‘표준 측정 프레임’이 없어 현장 적용도를 기반으로 한 경찰교육의 효율성 판단에는 크게 도움을 주지 못하고 있는 현실이다. 본 연구에서는 경찰의 직무교육과정을 중심으로 교육의 효과성을 측정할 수 있는평가지표를 제안하는 데에 초점을 맞추었다. 이를 통해 향후 경찰에서 실시 중인 다양한 직무교육과정의 효과 특히, 현장 적용도 측정체계 구축을 위한 연구의 토대를마련하고자 한다. 이를 위해 선행연구를 중심으로 경찰 교육에 도입 가능한 교육평가체계를 검토하고 미국과 영국의 경찰교육 평가체계를 비교 분석한 후 이론적 검토를거쳐 구체적 평가지표를 제시했다. 경찰교육훈련 평가지표는 Kirkpatrick 모형에 기반하여 반응, 학습, 행동 평가 항목으로 구성된다. 구체적으로 1단계 반응평가는 교육목표, 교육프로그램의 설계와 내용, 교육방법, 교육환경으로 구성되며, 이는 교육프로그램의 체계성(교육목표, 내용, 강의방법)과 학습자의 만족도(교육환경)를 나타낸다. 2단계 학습 평가는 학습의 세 가지 형태인 지식, 기능, 태도에 대한 변화를 포함한다. 3단계 행동평가의 학습 전이는교육과정을 통하여 획득된 지식, 기능, 태도의 현장 적용 여부를 판단하는 것으로 개인 수준과 조직 수준의 전이로 구분된다. 현재까지 경찰교육훈련의 효과성 측정을 위한 지표들이 학술연구를 통해 제시된 사례는 없었으며, 본 연구가 경찰의 교육훈련을평가할 수 있는 요소들을 이론적 모형에 기반하여 제시한다는 점에서 의의를 갖는다.
Abstract
The purpose of this study was to suggest indicators that would guide evaluations of a wide range of police training programs in Korea in terms of learning transfer. The research was based on a widely accepted an evaluation model, such as Kirkpatrick model, that had been practically applied in police organizations of the U.K. and the U.S.A. In fact, the Kirkpatrick's evaluation model was originally developed for the private business sectors and the model was refined to address evaluation needs in police training programs. The lessons, learned from the U.K. and the U.S.A., were of great benefit in developing the practical evaluation model, that would be applicable to Korea police training programs. The proposed evaluation indicators retained Kirkpatrick’s evaluation framework but also placed emphasis on conducting a needs assessment and on prior-planning evaluation when the training was developed for police performance. That is, we also made some practical changes to the 4 stages of program evaluation: Reaction, Knowledge, Behavior Change, Results. While there has hardly been academical discussion on effectiveness of police training programs of Korea, this study would be a first attempt to make evaluation indicators based on evaluation theories and empirical application. Some cautions and directions for further study on evaluation of police training programs were also suggested.
