경찰공무원의 교육훈련 학습 및 전이성과에 미치는 영향요인에 관한 실증적 연구

본 연구는 경찰공무원 교육훈련 효과성에 대한 충분한 연구결과물들이 축적되지 못하고 있다는 인식 하에 경찰공무원 교육훈련 전이성과에 영향을 미치는 제 요인들을 국내․외 선행연구의 문헌검토를 통해 도출하여, 교육훈련의 효과성 향상을 위한 정책적 시사점을 제시하고자 경찰공무원을 대상으로 실증분석을 하였다. 실증분석을 위한 분석모형은 선행연구에서 실증적으로 제시한 변수들을 검토하여 구축하였으며 이를 토대로 독립변수로 피훈련자의 개인적 특성요인, 교육훈련설계요인, 조직환경요인 등을 설정하고 그리고 교육훈련의 학습성과를 매개변수로 교육훈련의 전이성과를 종속변수로 설정하였다. 분석결과 여러 독립변수 중 피훈련자의 개인적 특성요인(자기효능감, 학습동기, 학습기대), 교육훈련설계요인(교육훈련내용, 강사의 자질) 조직환경 요인(상사의 지원, 동료의 지원, 조직의 지원)은 학습성과에 긍정적인 영향을 미치는 요인으로 확인되었다. 한편 피훈련자의 개인적 특성요인(학습동기, 학습기대), 교육훈련설계 요인(교육훈련내용, 강사의 자질), 조직환경 요인(상사의 지원, 동료의 지원, 조직의 지원)이 전이성과에 긍정적인 영향을 미치는 것으로 확인되었고, 교육훈련의 학습성과 역시 전이성과에 유의적인 영향을 미치는 것으로 나타났다. 이러한 연구결과는 경찰공무원이 교육훈련을 통한 인적자원 개발노력과 투자 효과를 조직의 업무현장에서 성과향상으로 실현하려면 교육훈련의 실시 못지않게 효과적인 전이성과를 위한 조직적 차원에서의 최고관리자와 교육훈련담당자 그리고 교육훈련 참가자들간의 공동의 노력, 즉 파트너쉽이 요구될 뿐만 아니라 교육훈련의 효과가 업무로 전이되는 후원적인 조직분위기를 만들려는 조직차원의 노력을 병행하여야 함을 시사한다.
