한국인과 외국인의 경제적 요인이외국인 범죄에 미치는 영향
Does the economic factors such as the income gap between locals and immigrants affect immigrant crime? - Evidence from a macro analysis on the data of Korean local governments

외국인 범죄를 분석한 국내 선행연구는 외국인의 인구학적 요인을 중심으로 범죄에 미치는 영향을 분석하고 있다. 그러나, 외국인의 소득 수준, 한국인의 경제활동참가 수준 및 외국인과 한국인의 소득 격차 등 경제적 요인 또한 외국인 범죄에 영향을 미칠 수 있다. 2006년부터 2015년까지의 16개 광역 지자체에 대한 거시 데이터를 분석하고, 고정효과모형과 일반적인 회귀분석을 실시한 결과 다음의 결과가 도출되었다. 외국인의 소득이 낮을수록, 한국인과 외국인의 소득 격차가 클수록, 또한 한국인의 경제활동 참가율이 높을수록, 외국인 범죄는 유의하게 감소하였다. 외국인과 한국인의 경제적 갈등 소지가 외국인 범죄의 요인이 될 수 있음을 합리적으로 의심해 볼 수 있다. 통상 외국인의 소득 수준이 높아지면 그들의 경제적 안정 등을 통해 외국인 범죄가 줄어들 수 있다고 생각하는 경향이 있다. 그러나, 본 연구 결과를 통해 알 수 있듯이, 외국인의 소득 수준이 높은 원인과 그로 인한 결과가 우리의 상식과 상반되는 경우가 발생할 수 있다. 외국인 그룹내 소득 양극화를 통해 한정된 외국인만 소득이 증가하여 외국인의 평균 소득이 증가할 수 있고, 외국인 소득의 증가가 외국인과 경쟁적 위치에 있는 미숙련 또는 저기술 한국인의 소득 수준을 낮추어 한국인과 외국인의 갈등을 유발할 수도 있기 때문이다. 이때 외국인이 외국인 범죄의 피해자가 되는 경우도 발생할 수 있다. 그 결과, 외국인 범죄를 낮추기 위해서는 한국인과 외국인의 소득 격차를 벌리거나 외국인의 소득 수준을 낮추는 등 한국인의 경제적 기득권을 손상시키지 말아야 한다는 세계화 시대에 역행하는 아이러니한 경우가 발생할 수 있다. 외국인 범죄에 대한 보다 깊은 연구가 진행될 필요가 있으며, 해당 연구 결과를 바탕으로 신중한 정책 결정이 요청된다.
Abstract
Prior studies on immigrant crime have focused the demographic factors of immigrants. However, the immigrant crime can be affected by economic factors such as the immigrants' income, native residents' economic participation, and the income gap between the immigrants and the native residents. The following result is shown by a macro-analysis using the data from 2006 to 2015 collected from 16 regional local governments. The lower the immigrants' income, the wider the income gap between the immigrants and the native residents, and the higher the native residents' economic participation, the lower the immigrants' crime. It is reasonable to suspect that some economic conflict between the immigrants and the native residents can be a cause of immigrant crime.
