범죄학 연구에서 외국인은 오랫동안 범죄를 설명하기 위한 변수로 활용되어 왔으며, 상대적으로 이견이 적은범죄유발요인으로 간주되어 왔다. 그러나 우리나라에서 외국인의 비중과 역할이 증대되고 있음을 고려할 때, 외국인을단순히 소수의 이방인으로 바라보기보다는 일군의 사회 구성원이라는 관점에서 보다 심도있게 연구할 필요가 있다. 이에 본 연구에서는 선행적으로 민족적 이질성을 적절히 측정하는 방법에 대해 논의하였다. 분석 결과, 외국인의 수나비율보다는 외국인 국적의 다양성이 보다 정확한 측정치임을 확인하였다. 또한 국내 체류 외국인의 특성을 고려할 때, 민족적 이질성 증가와 범죄율 상승 간 통계적 연관성을 무비판적으로 수용하는 것이 바람직한 것인가에 대한 의문을제기하였다. 결론적으로 본 연구는 국내 선행연구의 방법론적 한계로 인해 외국인이 실제보다 훨씬 더 위험한 존재로인식되고 있다고 주장하며 보다 정교한 실증적 연구가 필요하다고 강조한다.
Abstract
In criminological research, foreigners have long been utilized as a variable to explain crime causation and have been considered as a fairly uncontroversial criminogenic factor. However, given the increasing proportion and role of foreigners in Korea, it becomes imperative to conduct more detailed research that views foreigners not merely as a minority group, but as an integral constituent of the Korean society. This study addresses the preliminary issue of how to accurately measure ethnic heterogeneity. The analysis confirms that quantifying not only the mere number of foreign residents but also the diversity of their nationalities provides a more precise measurement. We argue that methodological limitations in domestic research have potentially exaggerated the perceived threat posed by foreigners, underscoring the need for more rigorous empirical investigations into this delicate issue.
